Would great to be able to make these more attention getting by being able to add color to the text and/or the box, text to be bold and italic. If it's the notification box be able to change the location of where the box can be. The announcement bar be fixed or scroll option.

Ideally, I'd love the capability to configure an announcement as a modal dialog.  This feature would be beneficial when we need a way to ensure that someone visiting our site focuses on whatever message we need to present.  I would see this feature used when we need to communicate important or time-sensitive information.  The user would need to dismiss the dialog to continue.
Some example use cases for this would be:  
* Weather-related Closures or Delays
* Changes in service times
* Unexpected Building Closures
* Significant change to the website
* Paul's Birthday!!!  😉
