For the pop-up style announcement, I think it could really benefit from having buttons for the link or any calls to action.

Firstly because I think this format is less clear than the notification or banner style that clicking the pop-up itself is a link.

Secondly, because the pop-up style could lend itself to multiple actions, like a primary and secondary button.
