When uploading Media, have the option to add the relevant tag and Alt-Text.

When someone uploads Media content, it would be helpful if the user was prompted to supply a relevant Tag and/or Alt-Text (images). I feel this would help ensure that, at least for Alt-Text, a site maintains good SEO practices.
I think the challenge with this is when someone uploads multiple types at once.
